i made a skirt just like this yesterday! it only took me about 30 min. you buy any old dress at the thrift store, cut it into a skirt, and attach an elastic waist band. here is the link to the tutorial: http://www.onepearlbutton.com/2010/06/tutorial-twenty-minute-skirt.html and i sewed white elastic behind the skirt, like in the photo you posted.
i am a big believer in scarves even in the summer – you just have to pick a light one!
